Remdesivir dosing EUA for Pediatrics

Trying to figure out the new EUA for Remdesivir for peds. More specifically the fact that EUA seems to addressthe following 3 out of 4 groups in terms of dosing:
1. > 12 yo and >40 kG - FDA approved
2. < 12 yo and > 40 kG
3. < 12 yo and < 40 kG
What do we do for 12-18 yo pediatric patient who weighs < 40 kG?

Is everyone taking EUA verbiage " This EUA is for the use of VEKLURY to treat COVID-19 in pediatric patients weighing 3.5 kg to less than 40 kg or ..." as defining pediatric patient as "0-18 yo" and just focusing on weight breakdown?
